Minutes Extraordinary Meeting 28th June 2018

Minutes of the Extraordinary Meeting of the Parish Council held on Thursday 28th June 2018 at 7pm in Storridge Village Hall

Present: Councillors Ann Carver, Geoff Fielding (Chair), Wynne Harries (Vice-Chair), Clare Jones, Miles Meager, Diane Merker (minute-taker), David Roys, Anne Scarsbrook and Sarah Thomas.

In attendance: 3 members of the public

1. Apologies for absence

Councillors Judith Aldridge (family), Simon Davies, Giselle Edgar (family), Alan Eldridge (family), Janita Goodwin (Storridge PCC)

2. Declarations of interest and written requests for dispensation


3. Minutes of the previous meeting held on 19th June 2018

3.1. It was RESOLVED to adopt the minutes of the previous meeting subject to the following amendments:

3.1.1 item 7.2 should read “essential” job criteria.
3.1.2. Item 10.2 should have a title reading “To consider matters regarding the ex-internal auditor”.

These were then duly signed by the chair.

4. To consider adoption of a Village Green Policy

Geoff Fielding gave a history of the Crumpton Hill Village Green to fellow councillors.

Sarah Thomas had produced a village green policy for the Council to adopt. This included when it become registered as a village green on 11th July 1975 and that Cradley Parish Council was the owner of the land.

It contained history, legislation, our responsibilities, lawful usage, enforcement, maintenance and annual inspections.

The track over the green was in the ownership of the Council but there was no clear clarification of prescriptive rights of easement to be found for vehicle usage. It was felt that the council only had to maintain the safety of the green for pedestrian usage.

It was RESOLVED to adopt the policy in principle, subject to it being checked by an independent solicitor on behalf of the Council.

Proposed by Ann Carver seconded by Anne Scarsbrook. All in favour.

4.1. To consider a management policy for Crumpton Hill Village Green.

Deferred until the policy was in place, although the Council would do some maintenance work including grass cutting in the near future, as previously sanctioned.

Tuesday 10th July 2018 at 7pm in Cradley Village Hall.

6.1. To consider legal advice regarding the ex-internal auditor.
The legal advice was noted and guidance agreed for further action by the Council’s solicitor.

The meeting closed at 8.27pm
